1. About Pardon Navigator
Pardon Navigator is an independent, Toronto-based administrative support service that helps applicants organize information and prepare documents relating to Canadian Record Suspension applications.
We are not affiliated with, endorsed by, employed by, or acting on behalf of the Government of Canada, the Parole Board of Canada, the Royal Canadian Mounted Police, any police service, any court, or any other government authority.
You may apply directly to the Parole Board of Canada. Using Pardon Navigator is optional and is not required to apply for a Record Suspension.
2. Nature and Scope of Our Services
Our services are limited to administrative document preparation and general process information based on the information and documents you provide.
Depending on the service selected, we may review applicant-provided information, organize criminal record and court documents, identify information or documents that may be missing, prepare draft application materials, and return the prepared materials to the applicant for review and submission.
The exact services, deliverables, fees, and estimated timeline will be provided before you purchase a paid service. The amount of work and fee may vary depending on the number of criminal records, convictions, court documents, jurisdictions, required records, and the complexity of the information provided.
We do not submit, file, mail, upload, or deliver your Record Suspension application to the Parole Board of Canada, any court, police service, government department, or other authority on your behalf. You are responsible for reviewing, signing, paying for, and submitting your own application.
We do not contact courts, police services, government authorities, or other third parties on your behalf unless we separately agree to do so in writing.
3. No Legal Advice or Representation
Pardon Navigator is not a law firm, lawyer, licensed paralegal, immigration consultant, or legal services provider. We do not provide legal advice, legal opinions, legal representation, immigration advice, or legal support.
Our services are administrative and document-preparation services only. Information provided by us is general information based on the information you provide and is not a substitute for advice from a qualified lawyer, licensed paralegal, or other appropriate professional.
You are responsible for deciding whether you need independent legal advice. You should seek professional advice if your circumstances involve immigration consequences, U.S. admissibility, recent charges, outstanding matters, multiple convictions, conditional sentences, appeals, or other legal concerns.
4. Preliminary Assessment
The preliminary assessment is a free, general review based only on the information you choose to provide through our website or during our initial communications.
The preliminary assessment is not an official eligibility determination, legal opinion, government decision, or guarantee that you qualify for a Record Suspension.
The preliminary assessment may be incomplete because eligibility and application requirements may depend on criminal records, fingerprint results, court information, sentence completion, outstanding amounts, police information, government requirements, and other facts that may not be available at the preliminary stage.
We may contact you using the contact information you provide to clarify your assessment, explain possible next steps, provide a service quote, or respond to a request for services.
5. Full Assessment
If the preliminary assessment indicates that a more detailed review may be appropriate, we may offer a paid full-assessment service.
The full assessment may involve reviewing fingerprint-based criminal record information, court documents, and other information provided by you. The full assessment is intended to help us determine whether the matter may be suitable for the next stage of our administrative document-preparation service.
A full assessment is not an official eligibility determination, legal opinion, government decision, or guarantee of approval.
Any view expressed during a preliminary or full assessment is a non-binding administrative assessment based on the information available at that time.
6. Applicant Responsibilities
You agree to provide information that is accurate, complete, and current to the best of your knowledge.
- You must tell us about information that may be relevant to your request, including charges, convictions, court matters, outstanding fines, sentence information, or changes to your circumstances.
- You are responsible for obtaining and providing accurate fingerprints, criminal records, court documents, police documents, and other information required for your matter.
- You must review all information and documents prepared by us before signing or submitting anything.
- You remain responsible for correcting errors, obtaining missing documents, signing the application, paying government and third-party fees, and submitting the application.
- You must keep copies of your original documents and any materials provided to you.
- You must respond to reasonable requests for information or documents within the time requested.
- You must not provide another person's personal information without proper authority or consent.
You are responsible for ensuring that you have the authority to provide any document or personal information submitted to us.
We may pause or stop work if the information provided is incomplete, inaccurate, misleading, inconsistent, or insufficient to perform the requested service.
7. Fees and Service Quotes
The preliminary assessment is provided without charge unless we clearly state otherwise before the assessment begins.
If you choose to proceed with a paid full assessment, the applicable full-assessment fee will be shown before payment. Unless otherwise stated in writing, an initial full-assessment fee of $50 is charged for the review and administrative work involved in the full assessment.
The total fee for document preparation and related administrative services may vary depending on the number of criminal records, convictions, court documents, jurisdictions, required records, and the amount of review and preparation required.
Before starting paid work, we will provide the applicable service scope, deliverables, fee, payment terms, and any applicable cancellation or refund terms.
No additional service fee will be charged for work outside the agreed scope without informing you first and, where reasonably practicable, obtaining your agreement.
Our service fees are separate from government fees and third-party costs. You are responsible for costs such as fingerprinting, criminal record checks, court documents, police checks, certified records, translation, mailing, courier, and other third-party services.
8. Payment
Payment is currently accepted by electronic funds transfer, including Interac e-Transfer, unless we agree to another payment method in writing.
Paid work will normally begin only after the applicable payment has been received and the information and documents reasonably required for that service have been provided.
Payment is considered received when the funds have cleared and are available to Pardon Navigator. You are responsible for providing accurate payment information and for any delay, cancellation, reversal, or unsuccessful transfer caused by incorrect payment details or your financial institution.
Government fees and third-party costs are not included in our service fee unless we expressly state otherwise in writing.
If a payment is declined, reversed, disputed, or subject to a chargeback, we may pause the service while the matter is reviewed. We will not use this provision to remove any rights you may have under applicable consumer protection law.
9. Cancellations and Refunds
The preliminary assessment is free. If you choose to proceed with a paid full assessment, the applicable full-assessment fee will be shown before payment.
The full-assessment fee, including an initial fee of $50 where applicable, covers the administrative review and work performed after you proceed with the full assessment. It is not a government fee.
If, after reviewing the available information, we determine that the matter does not appear suitable for the next stage of our document-preparation service, we will not charge or retain any unpaid balance for work that has not started.
If you have already paid an amount specifically identified as a balance for the next stage, we will refund that unused balance, subject to applicable law and any written service-specific terms.
The full-assessment fee is not automatically refundable merely because the assessment indicates that you may not be eligible or because you decide not to continue. This is because the fee covers assessment and administrative work already performed.
If the information provided is incomplete, inaccurate, misleading, or insufficient to complete the assessment, we may pause the assessment or ask for additional information. A refund will not be available for work properly performed based on the information provided.
If you cancel before we begin the paid full assessment, you may request a refund of amounts paid for work that has not started, subject to any rights you may have under applicable consumer protection law.
Once the paid assessment or document-preparation work has started, any refund will be determined by the applicable service terms, the work completed, and applicable law.
Third-party costs, including fingerprinting, criminal record checks, court documents, police checks, translation, mailing, and courier costs, are outside our control and are not refundable by Pardon Navigator unless the relevant third party provides a refund or we agree otherwise in writing.
To request a cancellation or refund, contact us in writing at pardonnavigator@gmail.com. Please include your name, the email used for payment, the payment date, and the reason for your request.
Nothing in these Terms limits or removes any cancellation, refund, or consumer right that cannot legally be waived or excluded under applicable law.
10. No Guarantee of Eligibility or Outcome
We do not guarantee that you are eligible for a Record Suspension, that information obtained from fingerprints or records will support eligibility, that your documents will be complete, that your application will be accepted, or that any government authority will approve your application.
Decisions about Record Suspensions rest with the applicable government authorities, including the Parole Board of Canada and other authorities with jurisdiction.
Processing times, government requirements, forms, fees, and procedures may change and are outside our control.
Delays or other outcomes may result from government processing, court or police records, missing information, third-party providers, changes in law or policy, or circumstances specific to your application.
11. Prepared Materials and Delivery
After completing the agreed work, we will normally return prepared documents or other materials to you electronically using the contact details or delivery method agreed with you.
You are responsible for reviewing the materials, identifying any factual errors, keeping copies, signing where required, and submitting the application yourself to the appropriate authority.
We are not responsible for delays, rejection, or other consequences caused by your failure to review, correct, sign, pay for, or submit the materials.
We may request clarification or additional documents where reasonably necessary to complete the agreed service. The estimated delivery time may change if information or documents are missing, unclear, delayed, or inconsistent.
12. Records, Documents, and Communications
You authorize us to use the information and documents you provide only as reasonably necessary to provide the requested services, communicate with you, maintain business records, process payments, and meet legal or regulatory obligations.
We may communicate with you by email, telephone, or other electronic means using the contact information you provide. Electronic communications may be delayed, misdirected, intercepted, or affected by technical problems.
You should not send highly sensitive documents through ordinary email unless we specifically instruct you to do so or provide a secure method for submission.
You are responsible for keeping copies of your original documents and any materials provided to you.
Our collection, use, disclosure, retention, and protection of personal information are described in our Privacy Policy.
13. Third-Party Websites and Services
Our website or communications may contain links to third-party websites, including official government resources, fingerprint providers, payment providers, document providers, or other external services.
These links are provided for convenience or information. We do not control third-party websites and are not responsible for their content, availability, accuracy, security, or privacy practices.
Your use of a third-party website or service may be subject to that third party's terms and privacy policy.
We do not control the accuracy, timing, availability, pricing, or outcome of services provided by third parties.
14. Intellectual Property
Unless otherwise stated, the content on this website, including text, graphics, logos, page design, images, and original materials, belongs to Pardon Navigator or is used with permission.
You may view and use the materials for your personal, non-commercial purposes. You may not reproduce, republish, modify, distribute, sell, or commercially exploit our content without prior written permission.
15. Prohibited Use
You agree not to use the website or services:
- for an unlawful, fraudulent, or misleading purpose;
- to submit information belonging to another person without proper authority;
- to interfere with the website, its security, or its availability;

16. Disclaimer of Warranties

Government requirements, forms, fees, policies, and processing practices may change. You should verify current requirements using the relevant official sources.
We do not warrant that any document prepared by us will be accepted by a government authority or will result in a Record Suspension.
17. Limitation of Liability
To the extent permitted by applicable law, Pardon Navigator and its owners, employees, contractors, and service providers will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for loss of profits, opportunities, data, goodwill, or anticipated savings arising from or related to the website or services.
To the extent permitted by applicable law, our total liability arising from a paid service will not exceed the amount you paid to Pardon Navigator for that service.
This section does not exclude or limit liability where doing so is prohibited by law, including rights or remedies that cannot legally be waived or limited.
18. Indemnification
To the extent permitted by applicable law, you agree to reimburse Pardon Navigator for reasonable losses, liabilities, costs, or expenses arising directly from your intentional misuse of the website or services, your fraud, your unlawful conduct, your submission of information without proper authority, or your material breach of these Terms and Conditions.
This provision does not require you to indemnify us for our own negligence, wilful misconduct, breach of law, or obligations that cannot legally be transferred to you.
19. Suspension and Termination
We may suspend or terminate access to the website or services if you provide materially false or misleading information, fail to pay amounts properly due, misuse the website, threaten or abuse staff, or breach these Terms and Conditions.
We may also pause or stop work if we cannot reasonably complete the service because required information or documents are missing, unclear, inconsistent, or not provided within a reasonable time.
Where reasonably practicable, we will notify you before terminating a paid service and explain whether any unused portion may be refunded, subject to applicable law and the agreed service terms.
Sections relating to intellectual property, privacy, disclaimers, limitations of liability, disputes, and any provisions that by their nature should survive termination will continue to apply.
20. Changes to These Terms
We may update these Terms and Conditions from time to time. The revised version will be posted on this page with a new effective date.
Changes will apply to future use of the website and future purchases after the updated version is posted. Where required by law, we will provide additional notice or obtain additional consent.
21. Governing Law
